I've been doing some testing lately trying to determine the rough effectiveness of armor penetration. Without a combat log, this has been very difficult to say the least. But in my testing i have noticed an amazing and important side effect. In testing, i noticed that a completely armor debuffed mob (level 50 elite rancors in the Belsavis bonus area with 5 grav vortex stacks) was taking near-tooltip damage from grav rounds, while absorbing 10% or more from(RAWR NO COMBAT LOG) my charged bolts. Both of these attacks hit armor, so at a glance they should've been resisted damage wise in roughly the same fashion.

Now, after playing with some gear for purely aethstetic reasons, i noticed the tooltip on "Tech" damage. Accuracy affects our "Ranged" attacks (Hammer, Charged Bolts, HiB, Full Auto) by reducing the chance to miss, and then anything extra reduces the mob's evasion (dodge, deflect, ect) so depending on the mob, accuracy above 100% is good, but not vital unless you're seeing frequent evaded shots, and since Tech attacks (grav, Demo Round, and pretty much the entire assault tree) can't be evaded, I was dubious about the use of Accuracy as a stat past a certain undetermined point. However, i noticed after playing with said gear that for "Tech" attacks, Accuracy above 100% reduces the targets resistance to your damage. Grav, Demo , sticky grenade and stock strike go against armor (kinetic damage) and so bonus accuracy essentially becomes armor penetration.

I reconfigured my gear for heavy accuracy(109% tech accuracy atm), and as aforementioned with all buffs/debuffs up I'm approaching tooltip damage on level 50 elites. Without the combat log, i can't parse for certain what the value is per se' against the other secondaries, but i can confirm that i hit like a train and can rip aggro off of my tanks with relative ease. This was not previously the case. Just a bit of intel from the field, disregard if this was already known.

Personally, I'm still wading through the mire of "secondary" stats trying to figure out what is best for each person / roll.

I thought that the evasion stats (defense) was directly applied against the opposing accuracy. I dont remember where I read that, but I am pretty sure I read that. I have been very wishy washy about the value of accuracy because of this. The way these stats work is so confusing, and I am pretty much against combat logs, but it would be nice to understand the way these stats work a little better.

I've read somewhere that accuracy needs to be 110%. at my current lvl (47 gunnery) i'm around 96% though my special attacks are 105%. Just to be sure, it is the basic accuracy that needs to be 105%-110%? Well, thats my main question but on a side note who's butt do i have to kiss to get a heal in a wz???!!

Given that we're probably talking PvP, I'd strongly suggest experimenting up and down the scale. Consider that tanks can and will evade your attacks given enough defense. What you definitely do want is 100% ranged accuracy (which equals 110% tech accuracy, without the skill tree boni), make sure your Full Auto, Hammer Shot and High Impact Bolt won't miss.
If more accuracy improves your damage output, go for it! Just remember that you'll also want a 70% or above crit multiplier, decent amounts of crit and a crazy lot of power (looking at 400, anything above that is gravy).
Definitely go for expertise in case of pvp. You could probably make exceptions with relics.

Mind, though, that's your aim for level 50. No need to rush it yet, I think.
